HPE LoadRunner: is a performance testing tool from Hewlett Packard Enterprise. It is used to test applications, measuring system behaviour and performance under user load. HPE Load Runner can simulate thousands of users concurrently, thus applying load on the Application Under Test, and later analysing the performance.
LoadRunner was pioneered by mercury in 1999 as a performance test tool. HPE later acquired LoadRunner in 2006. In 2016 LoadRunner was acquired by microfocus. LoadRunner supports various development tools, technologies, and communication protocols. It is the only tool in the market that can support many protocols for conducting performance testing.
Any performance testing tool (or for that matter any other automation tool) should be used on a case-to-case basis, depending upon the requirements, client budget etc.

HP LoadRunner is a software testing tool from Hewlett-Packard. It is used to test applications, measuring system behavior & performance under load. HP acquired LoadRunner as part of its acquisition of Mercury Interactive in November 2006.
HP LoadRunner can simulate thousands of users concurrently using application software, recording and later analyzing the performance of key components of the application.
LoadRunner simulates user activity by generating messages between application components or by simulating interactions with the user interface such as key presses or mouse movements. The messages/interactions to be generated are stored in scripts. LoadRunner can generate the scripts by recording them, such as logging HTTP requests between a client web browser and an application’s web server.
